15 - ¼ cup milk

# Method steps:
01 - Set oven temperature to 400°F (200°C).
02 - Cook peeled and chopped potatoes in salted boiling water until tender, about 15 minutes, then drain thoroughly.
03 - Mash the drained potatoes with butter, milk, half the cheddar cheese, salt, and pepper until smooth and creamy. Set aside.
04 - Heat vegetable oil in a large skillet over medium heat. Add chopped onion and diced carrots, cooking until softened, approximately 5 minutes.
05 - Add minced garlic and ground beef to the skillet. Cook, breaking up the meat, until browned and fully cooked.
06 - Stir in tomato paste, Worcestershire sauce, dried thyme, dried rosemary, salt, and pepper; cook for 1 minute to develop flavors.
07 - Sprinkle all-purpose flour over the mixture, stir thoroughly, and cook for an additional minute to remove raw taste.
08 - Pour in broth and bring to a gentle simmer. Add peas and cook for 3 to 5 minutes until the filling thickens slightly.
09 - Transfer the meat and vegetable mixture into an 8x8 inch (20x20 cm) baking dish, spreading evenly.
10 - Spoon mashed potatoes over the filling. Smooth the surface and sprinkle the remaining cheddar cheese on top.
